Shipment Certificate is now Compulsory for All Imports!


The Saudi Standards, Metrology and Quality Organization (SASO) has issued a new regulation affecting all importers and customs brokers.


From October 1, 2025, a Shipment Certificate of Conformity (SCoC) must be secured through the SABER platform before filing any customs declaration.


This update strengthens conformity, ensures compliance with Saudi standards, and enhances market safety.

What Is the SASO Shipment Certificate?

A Shipment Certificate is an official document issued via SABER confirming that imported goods meet Saudi standards.


Without it, customs clearance will not be possible after October 1, 2025. The rule applies to all imported products, whether regulated or non-regulated.

Who Must Comply?

This rule applies to all parties involved in the import process, including:

Importers bringing goods into Saudi Arabia
Exporters and suppliers shipping products to the Kingdom
Customs brokers and clearance agents manage documentation and compliance
It covers all product categories, whether regulated under Saudi technical regulations or non-regulated.

How to Obtain the SASO Shipment Certificate?

For Regulated Products:

Apply for a Product Certificate of Conformity (PCoC) on SABER.
Submit documents to an approved Conformity Assessment Body (CAB) such as Watheeq.
Create a New Shipment Conformity Request in SABER.
Confirm compliance and receive the Shipment Certificate.

For Non-Regulated Products:

Use SABER’s Self-Declaration service.
Select the product, complete the declaration electronically, and generate the certificate.
