SABER Certification: Essential for Importing Goods to Saudi Arabia in 2025
Starting January 1, 2025, Saudi Arabia has made it mandatory for all imported goods to have two certifications: the Product Certificate of Conformity (PCoC) and the Shipment Certificate of Conformity (SCoC), both of which must be obtained through the SABER system.
To comply with these regulations, importers must obtain two key certifications through the SABER system:
- Certifications Required: All products must get the PCoC for the product model and the SCoC for the specific shipment.
- No More Undertaking Letters: The option to use an Undertaking Letter for low-risk products has been removed. Certification through SABER is now required for all goods.
- Only SABER Platform: Certifications from other countries will no longer be accepted unless approved by SASO.
- Pre-Arrival Certificate: The SCoC must be obtained before the goods arrive in Saudi Arabia; applications after arrival will not be accepted.
- Documents Needed: A Bill of Lading and other relevant documents must be submitted when applying for the SCoC.
What Happens If You Don’t Comply?
Goods that lack the necessary SABER certifications will be stuck at customs. This may cause delays and result in additional costs, which will be the responsibility of the importer. Make sure to get the required certifications ahead of time to avoid issues.
